From the developer forums post http://developer.danger.com/forum/index.php?t=msg&th=2256

You should first be familiar with Pete's instructions on installing a developer key and applications on the Hiptop/Hiptop2 devices here. The steps for installing the developer key and installing Windows drivers are very different from the prior device, but once things are installed properly, applications are loaded and managed to the new device the same way as the old device.

The instructions below are in 3 parts: installing the Windows drivers for the first time, installing a key to your device, and upgrading Windows drivers if you have an old version installed. Please read and follow the instructions below paying close attention to the order of the steps in order to make this upgrade as simple and painless as possible.

Please contact Developer Support if you have any questions.

INSTALLING WINDOWS DRIVERS FOR THE FIRST TIME

If you are using Windows 2000/XP/Vista, and you are installing any Danger SDK on your system for the first time, perform the steps here. If you are using Mac OS X, Linux, or are connecting a new device to a Windows 2000/XP/Vista system that currently is able to communicate with an older hiptop device, skip this section and go to the next section entitled INSTALLING A DEVELOPER KEY ON A DANGER-POWERED DEVICE.

Please ensure that the latest Danger SDK is properly installed before continuing.

   1. Power down the device and remove the battery. Note the IMEI of the device on the sticker under the battery.
   2. Flip open the screen so the keyboard is exposed.
   3. Press and hold the "W" key on the keyboard (make sure you are not pressing any other keys)
   4. Insert the battery, press the power key, and wait for the device to boot into recovery ROM. This may take 30-45 seconds. Alternatively, if you're quick about it, you can press @+1+0 to reboot a running device and hold down "W" before it reboots to get to the recovery ROM.
   5. The Recovery ROM screen will display, showing a Hiptop with Xs for eyes and a "Sorry please reboot" menu in 4 languages. THIS IS NORMAL. This is the recovery ROM.
   6. Connect your device to your Windows system with a USB cable.
   7. Windows will identify a new device, and prompt you to locate drivers for it.
   8. Specify the location that Windows should look for the driver as: hiptop-sdk/tools/win32/windows-hiptop-driver-1.2.0/
   9. If Windows states that the drivers have not been certified for use with Windows, please select the option to continue installation anyway.
  10. Launch htconsole.exe and verify that you can communicate with the device (htconsole will show debugging information and the device will respond to commands like "version", etc).
  11. Perform the steps in the next section entitled INSTALLING A DEVELOPER KEY ON A DANGER-POWERED DEVICE, starting at step 7.

INSTALLING A DEVELOPER KEY ON A DANGER-POWERED DEVICE

Mac OS X and Linux users, start here. Windows users that are upgrading from an older SDK or older device, start here.

Please ensure that the latest Danger SDK is properly installed and that htconsole can communicate with an older hiptop device if you have one.

You must have a developer key for your new device's IMEI, obtained from http://developer.danger.com/site/devkey.

Alternatively, if you're quick about it, you can press @+1+0 to reboot the device and hold down "W" before it reboots to get to the recovery ROM.
   5. The Recovery ROM screen will display, showing a Hiptop with Xs for eyes and a "Sorry please reboot" menu in 4 languages. THIS IS NORMAL. This is the recovery ROM.
   6. Connect a USB cable between your hiptop and your computer.
   7. Launch htconsole. You should be able to connect to the device when the recovery ROM screen is displayed.
   8. Locate the developer key for your device and install the key with: flash /<path>/key_3581460000xxxxx.jar The key will install and the device will reboot.

Mac OSX and Linux users, stop here. Windows users upgrading from an older version of the SDK, continue on to the next section.

UPGRADING YOUR EXISTING WINDOWS HIPTOP DRIVER

Windows 2000/XP/Vista only.

After you install a developer key, your device will reboot. From this point forward, htconsole will not be able to communicate with the device until you upgrade to the latest Windows driver included in the SDK.

NOTE: After your device installs the developer key and reboots, Windows will find new hardware (USB Mass Storage). You must still upgrade the hiptop driver for htconsole to work.

To upgrade your Windows drivers:

   1. Leave the device connected to USB. Exit htconsole if it's running.
   2. Upgrade your Hiptop driver with the new driver files in hiptop-sdk/tools/win32/windows-hiptop-driver-1.2.0/. Please refer to specific instructions below. You will update the driver via the Device Manager in the System control panel.
   3. For WINDOWS XP:
         1. Bring up Control Panel, then System, then Hardware.
         2. Choose Device Manager, then select Danger, then Hiptop.
         3. Right-click, then select "Update Driver"
         4. The Update Hardware wizard will appear, choose "Install from a list or specific location", then NEXT.
         5. Check "Include this location in the search", the click BROWSE.
         6. Point to hiptop-sdk/tools/win32/windows-hiptop-driver-1.2.0
         7. If Windows states that the drivers have not been certified for use with Windows, please select the option to continue installation anyway.
         8. Wait a while. Eventually, you'll get a "done" dialog.
         9. Exit the Update Hardware Wizard.
   4. For WINDOWS 2000:
         1. Right-click on the "My Computer" icon, choose Properties.
         2. Choose the Hardware tab, then click "Device Manager".
         3. Select Danger, then Hiptop.
         4. Right click, then select Properties.
         5. Choose the Driver tab, then click "Update Driver".
         6. The "Upgrade Device Driver Wizard" will appear. Click NEXT.
         7. Select "Display a list of the known drivers for this device so I can choose a specific driver" and click NEXT.
         8. Click "Have Disk".
         9. Click "Browse", and select Hiptop.inf from the directory hiptop-sdk/tools/win32/windows-hiptop-driver-1.2.0
        10. Click "Open", then "OK", then "Next".
        11. Click "Next" yet again.
        12. If Windows states that the drivers have not been certified for use with Windows, please select the option to continue installation anyway.
        13. Wait a while. Eventually, you get a "done" dialog. Click "Finish".
        14. Close all the windows you had to open to get to this point.
   5. Launch htconsole again, and you should be able to communicate with your device. You may have to unplug and re-plug the USB cable to establish a connection.

Please contact Danger Developer Support if you have any questions.

IF ALL ELSE FAILS you can try to remove all the Hiptop driver stuff from your Windows registry and start over. See this post for more information. I can't stress enough how careful you need to be when performing these steps though.
